NOTICE OF MEETING OF THE

‍ ‍GOVERNING BODY OF

‍ ‍THE CITY OF HAMLIN, TEXAS

‍ ‍NOTICE IS HEREBY GIVEN THAT A REGULAR CALLED MEETING OF THE GOVERNING BODY OF THE ABOVE-NAMED CITY WILL BE HELD ON THE 20th DAY OF APRIL, 2026, AT 6:00 P.M. IN THE HAMLIN INDEPENDENT COLLEGIATE SCHOOL DISTRICT ADMINISTRATION BUILDING, 250 SW AVENUE F, HAMLIN, JONES COUNTY, TEXAS AT WHICH TIME THE FOLLOWING SUBJECTS WILL BE DISCUSSED:

‍ ‍AGENDA

‍ ‍I.  Call Meeting to order, Invocation and Pledges.

‍ ‍II. Roll Call

‍ ‍III. Open Forum-Person who sign in between 5:30 P.M. and 6:00 P.M. will be allowed not more than five minutes each to speak to the Council.

*General comments from visitors who have signed in to address the Council.

‍ ‍*Citizens Comments and Receipt of Petitions (At this time, anyone may speak on any matter other than personnel matters or matters under litigation for a length of time not to exceed five (5) minutes. (No council/board discussion or action can take place on any matter until such matter has been placed on an agenda and posted in accordance with the law).

V.  ACTION ITEMS

1.      Take appropriate action on the minutes from the previous Regular Meeting on March 16, 2026.

2.      Take appropriate action on the minutes from the previous Special Meeting on March 24, 2026.

3.      Consider and take any necessary action to adopt Resolution No. 26-003. A RESOLUTION OF THE CITY OF HAMLIN APPROVING THE CERTIFICATE OF FORMATION AND BYLAWS OF TEXAS COALITION FOR AFFORDABLE POWER (“TCAP”), A POLITICAL SUBDIVISION CORPORATION; ACCEPTING MEMBERSHIP IN SAID CORPORATION; APPROVING THE PROFESSIONAL SERVICES AGREEMENT; AND COMMITTING TO BUDGET FOR ENERGY PURCHASES AND TO HONOR THE CITY’S COMMITMENTS TO PURCHASE POWER FOR ITS ELECTRICAL NEEDS THROUGH TCAP AND ADOPTING TCAP’S GEXA ENERGY’S COMMERCIAL ELECTRIC SERVICE AGREEMENT FOR POWER TO BE PROVIDED ON AND AFTER OCTOBER 1, 2027.

4.      Consider and take any necessary action on allowing a new water tap outside city limits at address 2889 FM 126.

5.      Consider and take any necessary action on implementing a timeline for RV parks backflow prevention and TCEQ required CSIs.

6.      Discuss a new trash policy for RV parks.

7.      Consider and take any necessary action on purchasing new radios for the police department.

 I, the undersigned authority, do certify that the above named notice Meeting of the Governing          Body of the above named City of Hamlin is a true and correct copy of said Notice and that I posted a true and correct of said Notice on the bulletin board in the Police Department and on the front door of City Hall of said City of Hamlin, Texas, a place convenient and readily accessible to the general public at all times and said Notice was posted on April 14th, 2026, at 4:00 PM and remained posted continuously for at least 72 hours preceding the scheduled time of said meeting.
