The Hamlin City Council met for a regular meeting on April 21, 2025, at 7:00 P.M. Those present were Councilwoman Phyllis Lewis, Councilman Ronald Crouch, and Mayor Tucker Teague; City Manager Brian Weaver, City Secretary Tonya Harughty, Water Clerk Doris Gonzalez, Police Chief Jay Strong, MDD Dr. Randy Burks, Fire Chief Mark Hernandez, Ben Gonzalez, Peggy Covington Davis.
Call meeting to order by Mayor Tucker Teague at 7:02 P.M. Prayer was led by Councilwoman Phyllis Lewis and pledge was led by Mayor Tucker Teague.
Roll call: Councilwoman Shelby Teague, Councilman Ronald Crouch, Councilwoman Phyllis Lewis, and Mayor Tucker Teague.
Councilman Kenneth Williams and Councilman Rodney Dunham were absent.
Open Forum-Person who sign in between 6:30 P.M. and 7:00 P.M. will be allowed not more than five minutes each to speak to the Council.

ACTION ITEMS
Take appropriate action on the minutes from the previous Regular Meeting on March 17, 2025.
Councilman Ronald Crouch made a motion to accept the minutes from the Regular Meeting on March 17, 2025, seconded by Councilwoman Shelby Teague. All in favor. Motion carries.
Consider and take any necessary action on adopting ORDIANCE NO. 25-002.
AN ORDINANCE OF THE CITY OF HAMLIN, TEXAS, DESIGNATING A PORTION OF SW AVE F AS ONE WAY TRAFFIC IN THE CITY OF HAMLIN, TEXAS; PROVIDING FOR CONFLICTING ORDINANCES; PROVIDING ENFORCEMENT AND PENALTY CLAUSES; PROVIDING ENFORCEMENT AND PENALTY CLAUSES; PROVIDING OPEN MEETINGS, SEVERABILITY, AND EFFECTIVE DATE CLAUSES; AND PROVIDING FOR RELATED MATTERS.
Councilwoman Shelby Teague made a motion to adopt Ordinance No. 25-002. AN ORDINANCE PROVIDING FOR A FEE TO DEFRAY COSTS OF COLLECTING DELINQUENT UTILITY ACCOUNTS RECEIVABLE.
Councilwoman Phyllis Lewis made a motion to adopt ORDINANCE 25-003.
AN ORDINANCE PROVIDING FOR A FEE TO DEFRAY COSTS OF COLLECTING DELINQUENT UTILITY ACCOUNTS RECEIVABLE, seconded by Councilwoman Shelby Teague. All in favor. Motion passes.
Consider and take any necessary action/discussion on the water tap with CWS/McCarthy (council would like to consult with Brian Weaver and Gerald Barnett/Randy Kelly).
No action taken on this item.
Consider and take any necessary action on the Contract with Batts Communications.
Councilwoman Phyllis Lewis made a motion to accept the contract with Batts Communications, seconded by Councilman Ronald Crouch. All in favor. Motion passes.
Consider and take any necessary action on the Lease/Purchase contract with MDD regarding the animal shelter.
Councilman Ronald Crouch made a motion to accept the contract to purchase land from MDD for the animal shelter not to exceed $5,000.00, seconded by Councilwoman Shelby Teague. All in favor. Motion passes.
Consider and take any necessary action on the contract with Fundview.
Councilman Ronald Crouch made a motion to accept the contract with Fundview, seconded by Councilwoman Shelby Teague. All in favor. Motion passes.
Discuss on quarterly budget review.
The council, mayor, and city administrator discussed the General Fund and Waterworks budget.
Department Reports
City Administrator – Brian Weaver announced the main on Avenue F is finished. Vero was supposed to be here this week to start construction within the next couple weeks. Still waiting on AEP to set poles. The dog pound is up and running, waiting on the fence.
Chief of Police – Jay Strong thanked Chief Hernandez and the VFD for helping locate the 82-year-old lady with dementia. We found her in an hour and twenty minutes. He thanked Councilman Ronald Crouch for his help with the dog shelter. Once the fence is complete, we will have a grand opening. He stated Chris Lafler has done a fabulous job. The police department is still down one officer. We are still looking. He thanked Brian Weaver for his help with the budget.
City Secretary – Tonya Harughty announced that early voting starts tomorrow.
MDD Director – Dr. Randy Burks announced there’s a lot of things going on in the community. It’s nice to see the city government high functioning. We are continuing to clean up the Industrial Park. CWS continues to come out and clean up for us. We installed security lighting. With the website up and running we have the opportunity to advertise. The sign at Centennial Park is working now. The lights and flagpole are working. Coming in from Anson, still working on cleaning that up and putting the no parking signs up. Working on using the proceeds from the fire to build a welcoming center. We have sold the girl scout hut. We are working on a hotel tax ordinance.
Fire Chief – Mark Hernandez stated he appreciates working with Brian and Jay. The call load is low, which is good. We accomplished the burn house behind the hotel. The department decided to start a team of five students, working with them two or three times a week. We are going to compete Saturday with DFW for junior firefighters. Also, we have an old tanker that was involved in a rollover. The motor is still good. I thought the City might want to do an auction for it or Public Works might could use the motor.
Municipal Court Judge – Not present.
Public Works – Not present.
Council members – They had nothing at this time.
Mayor – Tucker Teague stated he received an interesting call from a lady in charge of the chamber at Graham. She is interested in doing some sort of banquet downtown and looking for a building. She seems to be a go getter. She has several business ideas she’d like to put in place. He told the council he really enjoyed working with the council over the last year.
