NOTICE OF MEETING OF THE
GOVERNING BODY OF
THE CITY OF HAMLIN, TEXAS
NOTICE IS HEREBY GIVEN THAT A REGULAR CALLED MEETING OF THE GOVERNING BODY OF THE ABOVE-NAMED CITY WILL BE HELD ON THE 17th DAY OF NOVEMBER, 2025, AT 6:00 P.M. IN THE HAMLIN INDEPENDENT COLLEGIATE SCHOOL DISTRICT ADMINISTRATION BUILDING, 250 SW AVENUE F, HAMLIN, JONES COUNTY, TEXAS AT WHICH TIME THE FOLLOWING SUBJECTS WILL BE DISCUSSED:
AGENDA
I. Call Meeting to order, Invocation and Pledges.
II. Roll Call
III. Open Forum-Person who sign in between 5:30 P.M. and 6:00 P.M. will be allowed not more than five minutes each to speak to the Council.
*General comments from visitors who have signed in to address the Council.
*Citizens Comments and Receipt of Petitions (At this time, anyone may speak on any matter other than personnel matters or matters under litigation for a length of time not to exceed five (5) minutes. (No council/board discussion or action can take place on any matter until such matter has been placed on an agenda and posted in accordance with the law).
V. ACTION ITEMS
1. Take appropriate action on the minutes from the previous Special Meeting on October 30, 2025.
2. Consider and take any necessary action on adopting Ordinance No. 25-009; AN ORDINANCE REGARDING THE CITY OF HAMLIN’S TEXAS MUNICIPAL RETIREMENT SYSTEM BENEFITS AUTHORIZING (1) A CHANGE IN THE CITY’S MATCHING RATIO: (2) ANNUALLY ACRUING UPDATED SERVICE CREDITS; AND (3) ANNUALLY ACCRUING ANNUITY INCREASES, ALSO REFERRED TO AS COST OF LIVING ADJUSTMENTS (COLAS) FOR RETIREES AND THEIR BENEFICIARIES.
3. Consider and take any necessary action on adopting Ordinance No. 25-010; AN ORDINANCE ESTABLISHING A WATER LEAK ADJUSTMENT (FORGIVENESS) POLICY FOR RESIDENTIAL CUSTOMERS; PROVIDING ELIGIBILITY CRITERIA, ADMINISTRATION, AND OTHER MATTERS RELATED THERETO; PROVIDING FOR REPEALER, SEVERABILITY, AND AN EFFECTIVE DATE.
4. Discuss adopting a Hotel Occupancy Tax within the city limits and ETJ of Hamlin, TX
5. Consider and take any necessary action on leasing vehicles for the Police Department.
6. Consider and take any necessary action on the road project on NW 3rd Street with CalCo.
7. Consider and take any necessary action on the Official Ballot to elect Board of Directors 2026 – 2027 to Jones County Appraisal District.
8. Consider and take any necessary action on allowing Jones City Solar to have a water tap for their O&M building located at 7136 CR194, Hamlin, TX 79520.
9. Discuss adopting regulations for RV parks within the city limits of Hamlin, TX.

I, the undersigned authority, do certify that the above named notice Meeting of the Governing Body of the above named City of Hamlin is a true and correct copy of said Notice and that I posted a true and correct of said Notice on the bulletin board in the Police Department and on the front door of City Hall of said City of Hamlin, Texas, a place convenient and readily accessible to the general public at all times and said Notice was posted on November 10, 2025, at 4:00 PM and remained posted continuously for at least 72 hours preceding the scheduled time of said meeting.
