October 20, 2025

 

The Hamlin City Council met for a regular meeting on October 20, 2025, at 6:00 P.M. Those present were Mayor Pro Tem Shelby Teague, Councilwoman Brooke Houghton, Councilman Caleb Gabriel, Councilman Ronald Crouch, Councilwoman Phyllis Lewis, City Secretary Tonya Harughty, Utility Billing Clerk Jan Sanchez, City Administrator Brian Weaver, Police Chief Jay Strong, Lynn Binder, Brooke Benavides, Lanett Ponder, Lyndsey Cave, Todd Denton, Ron Lewis, Peggy Covington Davis.

Call meeting to order by Mayor Pro Tem Shelby Teague at 6:00 P.M. Invocation was led by Councilwoman Phyllis Lewis. Pledges were led by Mayor Pro Tem Shelby Teague.

Roll call: Mayor Pro Tem Shelby Teague, Councilwoman Brooke Houghton, Councilman Caleb Gabriel, Councilman Ronald Crouch, Councilwoman Phyllis Lewis.

Mayor Tucker Teague was not present.

Open Forum-Person who sign in between 5:30 P.M. and 6:00 P.M. will be allowed not more than five minutes each to speak to the Council.

No one spoke to the Council.

ACTION ITEMS

Take appropriate action on the minutes from the Special/Public Hearing Meeting on September 15, 2025.

Councilman Caleb Gabriel made a motion to accept the minutes as written on the Special/Public Hearing Meeting on September 15, 2025, seconded by Councilwoman Phyllis Lewis.  All in favor. Motion carries.

Consider and take any necessary action on adopting Resolution 25-009, A Resolution to authorize the Hamlin Police Department to enter into an agreement with the Texas Department of Transportation for the temporary closure of State right of way for the 2025 Christmas Parade to be held on December 13, 2025, at 7:00 P.M.

 

Councilwoman Brooke Houghton made a motion to adopt Resolution 25-009, A Resolution to authorize the Hamlin Police Department to enter into an agreement with the Texas Department of Transportation for the temporary closure of State right of way for the 2025 Christmas Parade to be held on December 13, 2025, at 7:00 P.M., seconded by Councilman Ronald Crouch.  All in favor.  Motion carries.

 

Consider and take any necessary action on leasing vehicles for the Police Department.

 

Councilman Caleb Gabriel made a motion to lease three vehicles for the Police Department at a four-year buyout with a down payment of $20,000.00, seconded by Councilwoman Brooke Houghton.  All in favor.  Motion carries.

Consider and take any necessary action on hiring Calco for road projects.

 

Councilman Ronald Crouch made a motion to hire Calco for road projects on Northwest 1st and 2nd from the Rotan Highway to Avenue J, starting November 17th at $90,000.00, seconded by Councilwoman Phyllis Lewis.  All in favor.  Motion carries.

 

Consider and take any necessary action on hiring Lithic Industries for road projects. 

 

Councilman Ronald Crouch made a motion to hire Lithic Industries for road projects not to exceed $40,000.00 to try this project on Northwest 4th between Avenue E and F, seconded by Councilwoman Phyllis Lewis.  All in favor.  Motion carries.

 

Consider and take any necessary action on purchasing a Vacuum Excavator Trailer from Kinloch.

 

Councilwoman Brooke Houghton made a motion to purchase a vacuum excavator trailer from Kinloch for the purchase price of $90,798.00, seconded by Councilman Caleb Gabriel.  All in favor.  Motion passes.

 

Consider and take any necessary action to adopt Resolution 25-010,  A RESOLUTION OF THE CITY OF HAMLIN, TEXAS, BY ADOPTING A FINANCIAL MANAGEMENT POLICY; PROVIDING GUIDELINES FOR SOUND FINANCIAL PLANNING, ACCOUNTABILITY, AND MANAGEMENT IN ACCORDANCE WITH THE LAWS OF THE STATE OF TEXAS, GENERALLY ACCEPTED ACCOUNTING PRINCIPLES (GAAP), AND THE GOVERNMENTAL ACCOUNTING STANDARDS BOARD (GASB); PROVIDING FOR AN ANNUAL REVIEW; AND ESTABLISHING AN EFFECTIVE DATE.

Consider and take any necessary on the approval of purchasing a vehicle for Public Works.

 

Councilwoman Phyllis Lewis made motion to approve the purchase of a vehicle for Public Works not to exceed $40,000.00, seconded by Councilwoman Brooke Houghton.  All in favor.  Motion carries.

Councilman Ronald Crouch made a motion to adjourn the meeting at 7:22 P.M., seconded by Councilwoman Brooke Houghton.  All in favor.  Motion carries.
