October 30, 2025 Special Council Meeting Minutes

October 30, 2025

The Hamlin City Council met for a special meeting on October 30, 2025, at 6:00 P.M. Those present were Councilwoman Brooke Houghton, Councilman Ronald Crouch, Councilwoman Phyllis Lewis, Councilwoman Shelby Teague, Mayor Tucker Teague, City Secretary Tonya Harughty, City Manager Brian Weaver, JoAnne Hines, Scott Heff, and Reginald Titus.

Call meeting to order by Mayor Tucker Teague at 6:00 P.M. Prayer and pledge were led by Mayor Tucker Teague.

Roll call: Councilman Ronald Crouch, Councilwoman Phyllis Lewis, Councilwoman Brooke Houghton, Councilwoman Shelby Teague, Mayor Tucker Teague.

Councilman Caleb Gabriel was absent.

Open Forum-Person who sign in between 5:30 P.M. and 6:00 P.M. will be allowed not more than five minutes each to speak to the Council.

No one signed in.

ACTION ITEMS

Take appropriate action on the minutes from the previous Regular Meeting on October 20, 2025.

Councilwoman Shelby Teague made a motion to accept the minutes as written from the Regular Meeting on October 20, 2025, seconded by Councilwoman Phyllis Lewis.  All in favor. Motion carries.

Consider and take any necessary action on road projects with Lithic Industries. 

Councilman Ronald Crouch made a motion for Lithic Industries to repair the road on SW 3rd between SW Avenue G and SW Avenue J, 1,095 square feet not to exceed $40,000, seconded by Councilwoman Phyllis Lewis.  All in favor.  Motion carries.

c. City Secretary – nothing at this time.

d. MDD Director – not present.

e. Fire Chief – not present.

f. Municipal Court Judge – not present.

g. Public Works – not present.

h. Council Members – nothing at this time.

i. Mayor – nothing at this time.

ADJOURN

Councilwoman Shelby Teague made a motion to adjourn the meeting at 6:15 P.M., seconded by Councilwoman Brooke Houghton.  All in favor.  Motion carries.
