The Hamlin City Council met in Special Session on September 2, 2025, at 5:45 p.m. Present were Councilman Caleb Gabriel, Councilwoman Phyllis Lewis, Councilman Ronald Crouch, Mayor Tucker Teague, Councilwoman Shelby Teague, Councilwoman Brooke Houghton, City Secretary Tonya Harughty, City Manager Brian Weaver, Utility Billing Clerk Erika Franco, Police Chief Jay Strong, Fire Chief Mark Hernandez, Cory Mandrell, and Landon Couch.
Call meeting to order by Mayor Tucker Teague at 5:47 P.M. Prayer, Invocation and Pledges were led by Mayor Tucker Teague.
Roll Call: Councilman Caleb Gabriel, Councilwoman Phyllis Lewis, Councilman Ronald Crouch, Mayor Tucker Teague, Councilwoman Shelby Teague, and Councilwoman Brooke Houghton.
Open Forum-Person who sign in between 5:15 P.M. and 5:45 P.M. will be allowed not more than five minutes each to speak to the Council.
*General comments from visitors who have signed in to address the Council.

ACTION ITEMS
Take appropriate action on the minutes from the previous Regular Meeting on August 18, 2025.
Councilwoman Phyllis made a motion to accept the minutes from the previous Regular Meeting on August 18, 2025, seconded by Councilman Ronald Crouch. All in favor. Motion carries.
Consideration and take any necessary action on adopting Resolution 25-008, A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF HAMLIN, TEXAS AUTHORIZING EXECUTION OF AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF HAMLIN AND THE CITY OF HAMLIN MUNICIPAL DEVELOPMENT DISTRICT FOR THE SALE AND PURCHASE OF REAL PROPERTY; EXECUTION OF ALL APPLICABLE DOCUMENTS BY THE MAYOR, AND PROVIDING AN EFFECTIVE DATE.
Councilwoman Shelby Teague made a motion to approve Resolution 25-008, A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF HAMLIN, TEXAS AUTHORIZING EXECUTION OF AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF HAMLIN AND THE CITY OF HAMLIN MUNICIPAL DEVELOPMENT DISTRICT FOR THE SALE AND PURCHASE OF REAL PROPERTY; EXECUTION OF ALL APPLICABLE DOCUMENTS BY THE MAYOR, AND PROVIDING AN EFFECTIVE DATE pending the review of City Attorney Michael Halla to make sure that Exhibit A & B are clearly stated that this is not an agreement between the City and MDD, seconded by Councilwoman Brooke Houghton. Councilman Ronald Crouch and Councilwoman Phyllis are in favor. Councilman Caleb Gabriel abstained. Motion carries.
Budget Workshop.
City Manager Brian Weaver presented the council with the 2025-2026 budget. Some of the items discussed were the city employees’ retirement, the revenue brought in by the surcharge, the surplus in the waterworks and general fund, a contract for IT, leases on the police vehicles, adding five dollars to the base fee for water, raising roll-off fees, building codes were discussed. Mayor Tucker Teague suggested leaving the tax rate at one dollar and raise fees five percent and put the excess funds on streets.
ADJOURN: Councilwoman Shelby Teague motioned to adjourn the meeting at 7:18 P.M., seconded by Councilwoman Phyllis Lewis. All members were in favor. Meeting was adjourned.
